La Asociación de Vecinos - The Association of Neighbours
-
San Miguel Archangel” of San Miguel of Salinas,
to give it the correct address,
was founded by a group of people from the town
some 27 years ago to defend their interests in
those dark years of the pro-Franco dictatorship,
a time when it was still illegal to form
opposing political parties and the mayor was not
elected by the town. It
currently counts more than 400 members of both local
Spanish but also people of many different countries and
nationalities. The Association has a Board of Directors
and has its headquarters in the street 19 de Abril nº 47
in the building behind Eurosalinas Supermarket. Its telephone/fax

It is defined as a respectful, integrative, independent, and
plural organization of the beliefs and ideologies of the
neighbours of our municipality. It has, amongst its aims,
the defence of the quality of the public utilities, such as
education, health, transportation, mail and telecommunications
the protection of the physical-natural environment – ‘green issues’, the
cultural patrimony and represents the interests of the
neighbours before the different public administrations,
both our own Town Hall and our Autonomous Community’s
Regional Government in Valencia.
Besides the defence of the civic rights the Association
of Neighbours collects in its annual programming an
important range of informative and cultural activities.
It offers various courses, including the study of
English, data processing, chess and handicrafts. Many
excursions are arranged by the Association and it is
also involved in our festivals.

LA ASOCIACIÓN DE VECINOS IMPULSA LA CREACIÓN DE UNA COMISIÓN DE
SEGURIDAD ANTE LA CRECIENTE OLEADA DE DELITOS CONTRA
LA PROPIEDAD
EL MODELO DE CRECIMIENTO URBANíSTICO ES LA PRINCIPAL CAUSA DEL
AUMENTO DE ESTE TIPO DE DELITOS
Ante las
continuas demandas de vecinos, la Asociación celebró
una reunión sobre seguridad ciudadana el pasado
sábado 4 de febrero. En la reunión, que contócon la
asistencia de un centenar de personas, se abordó la
compleja problemática de la seguridad en todo el
término municipal. Se constatóque la mayor cantidad
de delitos contra la propiedad suceden en las
urbanizaciones y, en el casco urbano tradicional,
por ahora, se circunscriben a robos en los
comercios. Se ha creado alarma social por el hecho
de que este tipo de delitos se producen con los
propietarios en el interior de las viviendas.
Entre las
causas de este tipo de delincuencia se argumentóel
rápido crecimiento experimentado por la población y
el modelo de desarrollo urbanístico elegido. San
Miguel San Miguel de Salinas ha experimentado un
fuerte crecimiento en los últimos años. Según el
padrón actual, el 60 % de los nuevos residentes no
han nacido aquí. En un decenio hemos pasado de los
3.000 a los más de 7.000 habitantes. La mayor parte
de estos nuevos residentes, desconocidos entre sí,
viven en núcleos residenciales alejados varios
kilómetros del casco urbano tradicional. Gran parte
de estas viviendas están deshabitadas la mayoría
del año. Se ha construido mucho y rápido con un
importante déficit de dotaciones comunitarias
(parques públicos, zonas deportivas, centros
sociales, centros religiosos, etc.), elementos
imprescindibles, que favorecen el conocimiento y la
relación entre las personas. Esta manera de
construir y concebir el urbanismo ha propiciado el
caldo de cultivo adecuado para el aumento de los
delitos contra la propiedad
Como medidas
más inmediatas y a corto plazo se propusieron
dirigirse al Ayuntamiento para solicitar la
elaboración de un plan de seguridad local con la
colaboración de los vecinos y vecinas de la
localidad conducente a optimizar los recursos
existentes y a evaluar posibles carencias y la
creación de la Junta Local de Seguridad como órgano
ejecutor del plan y organismo competente para
establecer la coordinación de los Cuerpos y Fuerzas
de Seguridad del Estado en su ámbito territorial, el
municipio, en nuestro caso. Asimismo se propuso la
elaboración de un documento denominado écarta
ciudadana para la seguridades que recogiese las
principales propuestas realizadas en la reunión y se
creó una Comisión compuesta por representantes de
todas las urbanizaciones para impulsar el
cumplimiento de los acuerdos adoptados en el
encuentro.

THE ASSOCIATION OF NEIGHBOURS PROMPTS THE CREATION OF A COMMISSION OF
SECURITY TO PREVENT THE GROWING WAVE OF CRIMES
AGAINST THE PROPERTY.
THE
MODEL OF URBAN DEVELOPMENT GROWTH IS THE MAIN CAUSE
OF THE INCREASE OF THIS TYPE OF CRIME.
Following the continuous demands
of neighbours, the Association held a meeting on
civic safety on Saturday 4th February. At this
meeting some 100 people discussed the problems of
security that were developing during this municipal
term. They focused on the number of crimes against
property, both on the outlying urbanizations and the
traditional urban village, together with an increase
of robberies in the commercial sector. Particularly
concerning were those crime against the person,
owners in their own dwellings. Identified amongst
the causes of this type of crime was a rapid growth
of population and the preferred model of
urbanisational development.
San Miguel de Salinas has
experienced a strong growth in recent years.
According to the present register, 60% of the new
residents are foreign. In the last decade the
population has increased from 3.000 to more than
7.000 inhabitants. Most of these new residents live
in various residential urbanization some distance
from the traditional urban hamlet. A great number
of these dwellings are uninhabited for the major
part of the year. Many urbanizations have been
built quickly with an important deficit of common
endowments (public parks, sports zones, social
centers, religious centers, etc.). These are
indispensable elements that create ‘community’ for
the people. This method of development and town
planning has created an environment that encourages
an increase of the crimes against property.
In the short-term and immediate
measures were proposed to be put forward to The Town
Hall/Ayuntamiento to request the formation of a plan
of local security with the contribution of the
neighbours in these localities to optimize the
existing resources and to evaluate possible
improvements. It was also proposed that a Local
Security Group be created as a body to execute the
established plan and competent agency to establish
the coordination of the various parties with the
State Police Forces within their urbanizations and/or
municipality. It was also proposed that
representatives of all the urbanizations form a
commission to make proposals in line with their
findings to prompt action by the Town
Hall/Ayuntamiento. These proposals were agreed by
the meeting.

AGUA POTABLE CONTAMINADA...ÁBASTA YA!
Acto de protesta: TRAIGA UNA BOTELLA DE AGUA CONTAMINADA
PARA EL ALCALDE
En reunión
celebrada el sábado 19 de noviembre de 2005 con
vecinos del Plan Parcial Blue Lagoon (El Galán, Blue
Hill, Blue Lagoon, Eagle Nest, Mirador del
Mediterráneo, Lomas de Golf...) se acordó acudir al
Ayuntamiento para protestar (haciendo entrega de una
botella de agua tóxica) por la falta de soluciones
al suministro del agua contaminada durante la
celebración del Pleno Municipal del mes de
noviembre.
El acto tendrá lugar el JUEVES 24 DE NOVIEMBRE a las 20 horas

Act of protest: BRING A BOTTLE OF WATER CONTAMINATED FOR THE MAYOR
At the meeting held on Saturday November 19, 2005 with neighbours of the Partial Plan Blue Lagoon (The Gallant one, Blue Hill, Blue Lagoon, Eagle Nest, Window of the Mediterranean, Hills of Golf. ..) it was agreed to respond by a protest about the lack of solutions in the supply of good quality water and make a delivery of a bottle of toxic water at The Town Hall during the November meeting of the Council.
TIME: The demonstration will take place on THURSDAY 24 OF NOVEMBER at 8pm.

INFORMACION IMPORTANT ON THE WATER CONTAMINATED OF THE PARTIAL PLAN
BLUE LAGOON
The analyses of the Consellería of Territory and Dwelling carried out
the 8, 15 and March 23, 2005 al water that supplies to
the urbanizations of the Partial Plan of Blue Lagoon
have given as a result that the water surpasses the
maximum levels permitted by the Real Decree 140/2003
that to regulate the characteristics of water for human
consumption (traspone the Executive Framework of the
European Community on the drinking water to the Spanish
legislation) as for the concentration of nitrates,
chlorides, sodium, oxidability conductivity.
The water
besides being contaminated by nitrates -its more serious
problem- is brackish water. The mineral water, for
example, contains 0,2 grams of salt by litre, the water
for human consumption should not surpass the 0,5 grams
of the salt by litre. The water supplied to Blue Lagoon
contains 3 grams of salt per litre. The Department of
Environment considers as brackish water that which has a
content of salt between 3 and 25 grams of
salt by litre. Another example, the conductivity
measures the salt concentration degree in the water, to
greater concentration, greater conductivity, the water
distilled, for example, does not have conductivity and
the drinking water from 50 to 100 micros siemens.
The
conductivity of the water of Blue Lagoon surpasses the
4.000 micro siemens in all the analyses and reaches
4.370. The maximum limit permitted is of 2.500.
In the Valencian Community polemics exists currently as soon as
all transfers of the Jocar-Vinalopo. The Department of
Environment is determined to change the place of it
takes of water and not to carry out since the head of
the ra¬or, as was predicted, and to do it since the
estuary. The arguments of the opponents to this change
are that the water of the estuary has an average
conductivity from 1.300 to 1.500 micros siemens. The
responsible for the Company Publishes of Saneamiento of

water of the Jocar is similar to which leaves the
purifiers without systems of desalination for which does
it desaconsejable for the irrigation and impossible for

INFORMACION IMPORTANTE SOBRE EL AGUA CONTAMINADA DEL PLAN
PARCIAL BLUE LAGOON
Los análisis de la Consellería de Territorio y Vivienda
realizados el 8, 15 y 23 de marzo de 2005 al agua
que se suministra a las urbanizaciones del Plan
Parcial de Blue Lagoon han dado como resultado que
el agua supera los niveles máximos permitidos por
el Real Decreto 140/2003 que regula las
características que debe tener el agua para consumo
humano (traspone la Directiva Marco de la Comunidad
Europea sobre el agua potable a la legislación
española) en cuanto a la concentración de
nitratos, cloruros, sodio, oxidabilidad y
conductividad.
El agua además de estar contaminada por nitratos -su
problema más grave- es agua salobre.
El agua mineral, por ejemplo, contiene 0,2 gramos de
sal por litro, el agua para consumo humano no debe
superar los 0,5 gramos del sal por litro. El agua
suministrada a Blue Lagoon contiene 3 gramos de sal
por litro. El Ministerio de Medio Ambiente
considera como agua salobre aquella cuyo contenido
de sal está situado entre 3 y 25 gramos de sal por
litro. Otro ejemplo, la conductividad mide el grado
de concentración de sal en el agua, a mayor
concentración, mayor conductividad, el agua
destilada, por ejemplo, no tiene conductividad y el
agua potable de 50 a 100 micros siemens. La
conductividad del agua de Blue Lagoon supera los
4.000 micro siemens en todos los análisis y llega a
alcanzar hasta 4.370. El limite máximo
permitido es de 2.500. En la Comunidad
Valenciana existe una polémica en la actualidad en
cuanto al trasvase del Jocar-Vinalopo. El Ministerio
de Medio Ambiente está decidido a cambiar el lugar
de la toma de agua y no realizarla desde la cabecera
del rao, como estaba prevista, y hacerlo desde la
desembocadura. Los argumentos de los opositores a
este cambio son que el agua de la desembocadura
tiene una conductividad media de 1.300 a 1.500
micros siemens. Los responsables de la Entidad
Publica de Saneamiento del Gobierno Valenciano han
declarado que esta agua del Jocar es similar a la
que sale de las depuradoras sin sistemas de
desalación por lo que la hace desaconsejable para el
riego e imposible para el abastecimiento humano. Aquí
diría del agua que se suministra a Blue
Lagoon?
Mientras tanto, el Ayuntamiento que es el
responsable de que el agua suministrada a trabáis de
cualquier red de distribución sea apta para el
consumo en el punto de entrega del consumidoras
(Real Decreto 140/2003) se ha limitado, Únicamente,
ante la evidencia de los hechos, a emitir una nota
desaconsejando su consumo. No ha adquirido
compromiso público alguno para garantizar que se
restablezca un suministro inmediato de agua potable
de calidad y ya han pasado más de dos meses y medio
desde que se realizaron los análisis de la
Consejería y más de seis desde que la Asociación de
Vecinos denuncia esta situación.

THE CITY OF THE COMMUNICATIONS
The Association of
Neighbours reports that has been the open one the
period of claims for the receipts of drinking water
of the fourth quarter of 2003. The time limit
established by the City Hall is from 3rd to 20th
October. The neighbours that desire advice or wish
to utilize the model of complaint that arranges the
Association they can pass for the localities of the
Association from 17 to 19 hours from Monday to

ABIERTO EL PERÍODO DE RECLAMACIONES DEL CUARTO TRIMESTRE DE 2003 PARA LOS RECIBOS DEL AGUA POTABLE DE LA CIUDAD DE LAS COMUNICACIONES
La Asociación de Vecinos informa que ha sido el abierto el período de reclamaciones para los recibos de agua potable del cuarto trimestre de 2003. El plazo establecido por el Ayuntamiento es desde el 3 al 20 de octubre.
Los vecinos que deseen asesoramiento o quieran utilizar el modelo de queja de que dispone la Asociación pueden pasar por el local de la Asociación de 17 a 19 horas de lunes a viernes (menos festivos).
