EU PIDE AL GOBIERNO VALENCIANO QUE LLEVE EL AGUA POTABLE A BLUE LAGOON Y EL GALAN En la Proposición No de Ley plantea que la solución sea efectiva en 2008 EU de San Miguel ha llevado a las Cortes Valencianas el grave problema de la falta de agua potable en miles de viviendas del término municipal. A través del diputado autonómico de la formación, Lluís Torró, ha presentado una Proposición No de Ley para que el gobierno valenciano se comprometa en la solución efectiva de esta injustificable situación por la que atraviesan miles de ciudadanos. Así, en la exposición de motivos se argumenta que “más de 3.000 vecinos de las urbanizaciones de San Miguel de Salinas, Blue Lagoon y El Galán, sufren desde hace unos cuatro años la falta de agua potable en sus viviendas. En el verano de 2004, un análisis realizado por el Colegio de Farmacéuticos de Alicante del agua de pozo servida a los residentes de esas urbanizaciones por la empresa ERNA confirmó las sospechas de los vecinos: el agua estaba contaminada por nitratos, contenía más de 4 gramos de sal por litro y rebasaba los niveles normales de oxidabilidad y conductividad, no siendo apta para el consumo humano. A primeros de 2005, la Consellería confirmó la mala calidad del agua. Tras reiteradas e incumplidas promesas por parte del gobierno municipal de dicha localidad, estos vecinos siguen con su problema sin resolver: de sus grifos sale agua no apta para el consumo humano. El acceso al agua de calidad es un derecho básico. Resulta dramático que en el País Valenciano aún podamos hallar miles de personas que no tienen acceso a este bien básico. Y ya van cuatro años. Siendo el agua potable un servicio esencial, debería haber sido una prioridad tanto para la administración local como autonómica darle una solución urgente, dedicando los recursos económicos necesarios”. Por esos motivos, EU solicita del Gobierno Valenciano que “proyecte y financie las obras necesarias para dotar de agua potable a los miles de vecinos de Blue Lagoon y El Galán que carecen de ella; el suministro debería ser efectivo en 2008”. Para la portavoz de EU, Bienvenida Campillo, la solución rápida del problema la tiene en sus manos el PP que gobierna la Comunidad Valenciana. “EU hemos hecho la propuesta; el poder para decidir y el dinero lo tienen ellos. Ahora veremos si de verdad les preocupan las personas que sufren diariamente esta injusticia. Ojalá sea así”, ha dicho la edil. Through the autonomous representative, Lluís Torró, the ‘Proposición No de Ley’ has been presented so that the Valencian government can intermediate in an effective solution of this unjustifiable situation suffered by thousands of citizens. It is argued that "more than 3,000 neighbours of the urbanizations of San Miguel of Salinas, Blue Lagoon and El Gallant, have suffered for 4 years with a lack of drinking water in their dwellings. In the summer of 2004, an analysis of the water supplied by the company ERNA was carried out by the School of Pharmacists of Alicante. It confirmed the suspicions of the neighbours, in that the water was contaminated by nitrates and contained more than 4 grams of salt by litre and surpassed the normal and acceptable levels of oxidabilidad and conductivity; it was declared unfit for the human consumption. In 2005, the Consellería confirmed the poor quality of the water. After repeated broken promises on the part of the municipal government of said locality, these neighbours continue with its problem without resolving: of its faucets ineligible water for the human consumption leaves. The access to the water of quality is a basic human right. The dramatic results that within the Valencian Country we can still find thousands of people that do not have access to this basic right – and for as long as four years. Drinking water is an essential service and it should have been a priority for the local administration to dedicate all the necessary economic resources to resolve the situation". It is on this basis that The EU requests the Valencian Government to find a solution to the project and provide the finance necessary to complete the works which will provide drinking water to the thousands of neighbours of Blue Lagoon and El Gallant and allocate the funding in 2008 to resolve the situation. The Councillor and spokesman for The EU, Bienvenida Campillo states that the solution of the problem is in the hands the Popular Party, the party in power of the Valencian Community. Bienvenida Campillo adds, "The EU has undertaken this proposal and the power to decide and the funding are in their hands. The General Director of Civic Participation of the Basque government, Isabel López, joined the local party to explain how since the Department of Dwelling and Social Matters directed by Ezker Batua (IU in the Basque Region) effective local management had shown how the proposals of IU are practical. Provided for publication by Esquerra Unida de San Miguel de Salinas - 6 de abril LA COMISIÓN MUNICIPAL DE LA CV-95 OBTIENE EN VALENCIA EL APOYO DE LOS GRUPOS PARLAMENTARIOS PERO NO EL DE LA CONSELLERIA DE INFRAESTRUCTURAS La Comisión Municipal, recientemente creada para defender el trazado 3 de la CV-95, se desplazó a Valencia el pasado 27 de marzo para entrevistarse con responsables políticos de Consellería y de las Cortes Valencianas. La Comisión, integrada por todos los grupos políticos y miembros de la asociación de afectados, mantuvo una reunión con Pedro Marcos, director general de Infraestructuras de la respectiva Consellería, al que explicaron las razones por las que San Miguel de Salinas rechaza el trazado licitado por el gobierno valenciano: afección a la zona agrícola protegida, división del término municipal, construcción de una nueva autovía a escasos 200 metros de la autopista A7, y desprecio a la voluntad de los ciudadanos de San Miguel a los que no se tiene en cuenta. El director general argumentó que era una demanda de la comarca, y que no había habido acuerdo con AUSUR, a lo que la Comisión respondió que la mejora de la CV-95 sí es una demanda de Orihuela, pero el trazado que menos afección tiene es el 3. Con respecto a AUSUR los miembros de la Comisión manifestaron sus sospechas de que pueda haber un trasfondo turbio, porque extraoficialmente tenían noticias de que la empresa había presentado plica a la licitación y podría ser la adjudicataria, así como de la vía parque de la nacional 332 y su mantenimiento. Por otra parte resulta sorprendente que el trazado elegido por Consellería acabe en el “tapón” de los Balcones de tal manera que los usuarios que no quieran guardar colas se verán obligados a utilizar la A7 para llegar a las playas de Orihuela, eso sí, pagando el peaje... a AUSUR. El único compromiso del director general fue que le trasladaría las quejas al conseller de Infraestructuras. Seguidamente la Comisión mantuvo sendas reuniones con los portavoces de PSOE, EU y PP en la Comisión de Infraestructuras de las Cortes Valencianas, a los que entregaron un dossier con las irregularidades en la tramitación del expediente de la CV-95. El parlamentario del PSOE manifestó que no conocía el proyecto en profundidad porque no había pasado por las Corte y que ya nada se podía hacer a nivel parlamentario puesto que las Cortes estaban a punto de ser disueltas, no obstante ofrecía su apoyo y el de su grupo. El portavoz de EU, Juan Antonio Oltra, que sí conocía el proyecto a través del grupo municipal de EU de San Miguel, dijo que ya había presentado iniciativas en las Cortes a las que el conseller había respondido con su intención de mantener el trazado más agresivo para San Miguel, y que así constaba en las actas, de las que había dado traslado en su momento a la asociación de afectados por medio de Bienvenida Campillo. El parlamentario de EU reiteró su apoyo a las demandas de la Comisión a favor del trazado 3 así como a las movilizaciones que acordaran. El portavoz del PP dijo no entender la decisión de optar por el trazado más agresivo y ofreció su apoyo a la Comisión. Se comprometió a realizar un informe para el conseller pidiéndole el cambio de trazado, aunque no podía asegurar nada, y a mantener informada a la Comisión tanto si obtenía resultados como si no. Los miembros de la Comisión le informaron que el pueblo estaba unido y que no iban a descansar hasta que se parara el trazado 1, combatiéndolo también en la calle, porque hay otra solución que no perjudica a nadie: la 3. La edil de EU, Bienvenida Campillo, ha valorado positivamente el apoyo de los grupos parlamentarios, aunque considera que ahora hay que pedirle a todos los partidos políticos que se comprometan públicamene a cambiar el trazado tras las elecciones autonómicas. Para Campillo, la actitud de la consellería de Infraestructuras es inaceptable, y no se comprende salvo que todo este despropósito esté amañado.		THE MUNICIPAL COMMISSION FOR THE CV-95 OBTAINS IN VALENCIA WITH THE SUPPORT OF THE PARLIAMENTARY GROUPS BUT NOT THAT OF THE CONSELLERIA OF INFRASTRUCTURES The Municipal Commission, created recently to defend layout OPTION 3 of the CV-95, went to Valencia on March 27 to lobby political heads of Consellería and The Valencian Parliament. The members of the Commission reported him that the town was united and that were not going to rest until stopped the layout Option 1, fighting it also in the street, because there is another solution that does not damage anyone: Option 3. The councilman of EU, Welcome Campillo, has valued positively the support of the parliamentary groups, although considers that now one must ask him to all the political parties that compromise 'públicamene' to change the layout after the regional elections. For Campillo, the attitude of the consellería of Infrastructures is unacceptable, and itself is not understood unless all this nonsense be 'amañado'.

ESQUERRA UNIDA Y LOS BIENES CATALOGADOS Las únicas actuaciones relevantes que el ayuntamiento ha realizado para recuperar la historia de San Miguel tuvieron lugar durante la legislatura 1995-1999, cuando EU asumió la concejalía de Cultura: En el verano de ese año, el concejal colaboró con el arqueólogo que, por encargo de la Consellería de Cultura de la Generalitat Valenciana, realizaba el Inventario de Bienes Etnológicos e Industriales de San Miguel, recorriendo los diversos enclaves del término municipal. Se catalogó un nuevo yacimiento arqueológico de la Edad del Bronce en el Cabezo de la Mina. Posteriormente, EU llevó al Pleno el Plan Etnomuseo, que fue aprobado. El objetivo era poner en funcionamiento un museo etnográfico que recogiese los elementos más importantes de la vida de nuestros antepasados. En desarrollo del mismo se llevaron adelante varias iniciativas: Constitución de un grupo de trabajo sobre etnografía. Recogida de herramientas y enseres antiguos para el futuro museo. Se inició la recogida del material bibliográfico existente sobre nuestro pueblo. Se llevó a cabo una campaña de recogida de fotografías antiguas para formar un fondo gráfico documental. Se realizó un cursillo sobre la técnica del esparto impartido por el maestro artesano D. Francisco Navarrete. Se realizó en la Casa de Cultura una exposición monográfica sobre la artesanía local del esparto. Se realizó una visita programada a un museo de la comarca. También se realizó una exposición sobre la artesanía local del “ganchillo”. También se llevó a cabo la redacción del Catálogo de Bienes y Espacios protegidos de San Miguel de Salinas. Se inició el acondicionamiento del Archivo Histórico Municipal, junto a la actual Agencia de Lectura. Se estableció un convenio con la Fundación López Dols para utilizar la casa propiedad de la Fundación como museo provisional. Durante la legislatura 1999-2003, Cultura ya no recayó en EU y tan sólo se contrató durante unos pocos meses a un arqueólogo y se realizó una exposición de objetos antiguos. En la legislatura 2003-2007, el gobierno del PP no ha llevado a cabo ni una sola actuación. ALGUNAS PROPUESTAS DE ESQUERRA UNIDA Contratación de un arqueólogo municipal. Apertura de un museo etnográfico que recoja útiles, herramientas, vestidos, enseres domésticos, memoria oral, etc.. Restauración del molino harinero que todavía queda en pie. Recuperación de una cantera de yeso, horno y cucos como museo al aire libre. Recuperación de las cuevas y su entorno en el barrio 1º de mayo. Establecimiento de acuerdos con los dueños de los bienes catalogados para su restauración, conservación y puesta en valor. Creación de un Parque Etnoagrícola que resuma la historia de la agricultura en nuestro pueblo. Establecimiento de rutas o itinerarios etnográficos: de los aljibes, del yeso, de las cuevas. Encargar la redacción de un libro sobre la historia de San Miguel. Campañas de divulgación sobre los elementos culturales de nuestro pueblo ligados a la historia y la etnografía. Realización de exposiciones temáticas. Recuperación de fiestas y juegos tradicionales. Y todo esto porque estamos convencidos de que, como el Plan Etnomuseo recogía en su introducción, “la creciente interculturalidad a que estamos asistiendo puede convertirnos en un futuro no muy lejano en un pueblo sin personalidad y desligado de su pasado reciente. LA AGENCIA DE LECTURA QUEDARÁ FUERA DE LA RED VALENCIANA DE BIBLIOTECAS EN 2008 EU responsabiliza al concejal Manuel Pérez por no tomar medidas para cumplir la legislación reguladora. El Decreto 119/2005 del Consell de la Generalitat por el que se dictan normas para la creación de centros de lectura pública municipales establece un periodo de tres años para que los que ya existen se adapten a las nuevas determinaciones: entrada independiente o directa desde la vía pública, mínimo de 300 m2 de superficie útil, un técnico superior o medio y apertura 30 horas semanales. La Agencia de Lectura no cumple en estos momentos ninguna de las condiciones previstas. The Esquerra Unida Party of San Miguel de Salinas (EU) considera que si bien contar con un técnico superior y abrir 30 horas semanales es relativamente fácil de resolver, disponer de un nuevo espacio con entrada independiente y 300 metros cuadrados de superficie mínima no se puede improvisar. Y A año y medio de cumplirse el plazo de adaptación, el concejal de Cultura, Manuel Pérez, no ha emprendido ni una sola iniciativa para conseguir un nuevo local. La portavoz de EU, Bienvenida Campillo, opina que la despreocupación mostrada por el concejal en relación con la Agencia de Lectura pone en serio peligro la renovación del convenio de colaboración con la Consellería de Cultura en 2008, y la conversión en Biblioteca, al ser la población mayor de 5.000 habitantes. Campillo cree que la actitud de Manuel Pérez es de una grave irresponsabilidad porque el no cumplimiento de la normativa excluirá a San Miguel de la Red de Lectura Pública Valenciana, puesto que La Dirección General del Libro, Archivos y Bibliotecas ha sido contundente al respecto. “Dentro de año y medio nos encontraremos con un centro de lectura que no recibirá ayudas técnicas ni subvenciones, y que no podrá trabajar en red como hasta ahora viene haciendo, como por ejemplo con los préstamos entre bibliotecas”, ha dicho la edil.
