| The General Plan, in very simple terms, is a plan that defines use of the land within a specific municipal boundary. With economic and demographic growth the plan must be redrawn from time to time, and submitted to The Valencia Government for ratification. In every modern European democracy this is a process that is a public issue and for this reason we feel justified in publishing our interpretation of a public document, even though The Town Hall are unlikely to do so – they haven’t got a medium like this to do so!
It must be said that there will never be a time when anybody can publish a definitive ‘Plan General’ because plans change before the previous ones come to fruition. What we can say is that our interpretation is based on plans submitted to The Valencia Government for approval by The Administration of San Miguel de Salinas at this moment in time. They represent their general intentions for the future changes to the use of land in this municipality. Our plan, drawn in our ‘rough guide style’ is just that and no more. It has been viewed by The Mayor, The Councillors for Environment, Agriculture and Tourism and Leader of the P.S.O.E: they have made certain emendations and have all observed that it is not definitive and may be amended before it is ratified by The Valencia Government.
Our exhaustive searches on the internet for official reference to this Plan General have only returned results based on the views of political opponents to it: we are not political and we publish our rough guide plan for the sole purpose of providing information.

We are informed that this published General Plan reflects the most prominent data of the General Plan dated May 2005 and we will amend it when a more exact image
is known.
The new proposal of General Plan of Town Planning sent by The Town Hall of San Miguel de Salinas to the Consellería de Territorio y Vivienda The Minister of Territory and Dwelling in May of 2005 involves the following figures:
New dwellings: 40.128
New inhabitants: 100,320 (to an average of 2.5 inhabitants per dwelling; in the previous version the average was of 3.3 inhabitants per dwelling).
This growth is itemized around four zones: the Central Area with 11.137 dwellings and 27.483 inhabitants, the Centre-North one, 2.657 dwellings and 6.617 inhabitants, Centre-South Western 11.856 dwellings and 29.640 inhabitants and the Centre-South one 14.488 dwellings and 36.220 inhabitants.
Land allocated as available for building: 16.224.660 m2, the 30% of the municipal term.
Refuse/Waste/Trash generated: 46.147 annual tons the urban trash, calculation that is done on an average of 1,26 kg per inhabitant per day
Consumption of drinking water: 8.787.983 m3 per annum and residual water (black water) generated in 7.030.386 m3 per annum |
| La nueva propuesta de Plan General de Ordenación Urbana enviada por nuestro Ayuntamiento a la Consellería de Territorio y Vivienda en mayo de 2005 arroja las siguientes cifras:
Nuevas viviendas: 40.128
Nuevos habitantes:100.320 (a una media de 2, 5 habitantes/ vivienda; en la versión anterior la media era de 3,3 habitantes/vivienda).
Este crecimiento se desglosa en torno a cuatro zonas: el Área Centro con 11.137 viviendas y 27.483 habitantes, el Centro-Norte, 2.657 viviendas y 6.617 habitantes, Centro-Suroeste 11.856 viviendas y 29.640 habitantes y el Centro-Sur 14.488 viviendas y 36.220 habitantes.
Suelo disponible para construir: 16.224.660 m2, el 30 % del término municipal.
Basura generada: 46.147 toneladas anuales la basura urbana, cálculo que se hace sobre una media de 1,26 kg/habitante/día.
Consumo de agua potable: 8.787.983 m3/año y agua residual (aguas negras) generada en 7.030.386 m3/año

PGOU - Update 18 May 2006...It is reported that The Ministry for Land and Housing of The Valencia Regional Government has eliminated more than half of the 11 million square metres proposed for development in the SMdS Plan General (PGOU) because of the environmental impact. The evaluation report has demanded that large areas around The Sierra Escalona are be protected, this represents, this represents 76.6% of the land available for development being ‘touched’ in part or entirely.
Of the 29 residential sectors planned by The SMdS Ayuntamiento, covering 14 million square metres, 15 are affected by the severe corrections that the Ministry has ordered. Seven of these, covering almost 5 million square metres, will disappear, becoming protected forest or wetlands, or classified as not for development but for ecological use. These areas are by the ramblas of the El Lobo and La Fayona ravines and throughout The Sierra Escalona. Another eight plans over 6 million square metres, will have their extension rejected. Rafael Blasco’s technicians have only left intact developments that have planned extension on land that is currently classified as urban, about 1.8 million square metres. The Town Hall, which has been trying to complete the PGOU for ten years, has not yet commented on the report. The Administration stated in 2005 that the plan was partly being blocked by The Ministry, which before the technicians had made this evaluation.
Los Amigos de Sierra Escalona (AASE) and Associación de Vecinos de San Miguel de Salinas (AVSM), both responsible organisations concerned, amongst many issues, with the protection of the environment and particularly areas of scientific interest that have been identified by the ‘technicians’, together with the impact that future development will have on the municipality, will undoubtedly feel proud of their achievements in opposing the PGOU. But their battle is far from over and they will have to remain vigilant against continued abuses of the local environment by developers. A protest is to be held in Valencia under the banner ‘La Vega Baja no se vende’ or ‘The Vega Baja is not for sale’. Many residents of SMdS – Spanish, English, German and many other nationalities, will travel by coach to Valencia on 3rd June to join the protest against ‘excessive construction’ as defined by the plan submitted by the Town Hall.
