This was the Christmas message from The Mayor of San Miguel de Salinas -

As The Mayor of San Miguel de Salinas I am delighted to send a special message for the festive period of Christmas to all the Spanish and European residents of our village.

I want to tell you that I will continue working and fighting for you in all the challenges that meet us. Highest on my list of priorities are the completion of the project entrusted to my administration in bringing good quality water to The Urbanizations of Las Filipinas and adopting all parts of the municipality under the responsibility of the Town Hall. These are challenges that I will achieve.

I want you all to feel special and I send my heartiest best wishes to you, your families and our visitors at this festive time of Christmas and New Year.

New INFORMATION PANELis started in San Miguel de Salinas

As we are true believers in the principles of disseminating information to those who need it this website has launched an Information Panel SMdS.. Presidents, Secretaries and Administrators of all Urbanizations or Residencias within the Municipal Boundary have been invited to be included in a group emailing scheme, which will provide a vehicle for the flow of information on important issues to everybody . We have consulted with the ‘Town Hall’, who support the initiative, and it was felt that we would be better able to form the group, albeit that we believe it should be their initiative.

The purpose of the Panel is to pass and share important information via email to reliable recipients who can pass it on to those whom they represent. We all have a common interest in the future of SMdS and there is no doubt that some in the community feel unsupported and isolated - we aim to change this. There are for instance important issues concerning the infrastructure...currently the most important being water quality, and we require regular updates that, at present, are not forthcoming.

Some in the community have created a dialogue with the Town Hall administration and it's staff are beginning to come to terms with our greater need for information and ACTION.  The only way we can be a force to be reckoned with is to work together and not only set aside individual interests but also set a precedent by exhibiting strong unity. There is no coordinator …we don’t believe we need one. What we do need is our collective views on the proposal, its use and development. There are also a number of Urbanizations and Residencias for whom this website has no contacts: we need to include everybody. Notes on meeting called by the Alcalde on 30th November 2005 at 12.00 in the Casa Cultura.

The Alcalde briefly explained the update about the previous meeting which included temporary bolsas and pipe work. The overall cost was in the region of 2,243,194.75€ and the proyecto cost 12,000€ (paid by the Ayuntamiento) He decided that this was too much to pay considering that the temporary supply would only be available if Orihuela Costa had spare water for him to use.

He then outlined the second solution. A pipeline is in place which supplies water from the “Sevilla” canal to a point in the Urbanisation “Comunicaciones”. There is ample water supply for future requirements at this point and the solution will be to run a new pipeline of some 350/500 mm dimension (which has to be in place for future expansion) from the Urbanisation “Comunicaciones” to a new depósito near to the “Villas Maria 2” development. From there, a pipe will be run to another new depósito close to the existing ones at Blue Lagoon, and then be piped into the Urbanisations. The overall cost of this will be in the region of 1,000,000.00€.

Valencia will fund 50% of the cost and the Alcalde hopes to be able to get funding for the balance. There is a slim possibility that he might have to ask for a small contribution from Urbanisations. The proyecto for this solution is costing 50.000€, paid by the Ayuntamiento. He hopes to have this and permission by February 2006 and, hopes to complete the works with 3 months of obtaining permission.

The Mayor will call another meeting in February 2006 to give further information.

The Mayor is still asking for regular meetings with Presidents and Administrators of the Urbanizations in the Municipality. There remain a number of groups that are not benefiting from the opportunity to express a viewpoint, perhaps, even influence the Mayor towards their choice of priorities in this term of Office.

Here is a summary of the Meeting at Casa Cultura 4 August 2005 – Subject Dangerous Water Supply. The Mayor outlined the facts and solutions to representatives of the affected urbanizations (Eagles Nest, Mirador del Mediterráneo, Blue Hill, Blue Lagoon, El Galan, Altea del Monte)

  • Current network of supplies of potable (drinking) water are provided by the Company ERNA. The network, possibly as old as 35 years, was first intended for agricultural purposes. Since the development of urbanizations the network has been utilised. The quality of this water (from wells) supply has deteriorated to an extent where it is now unfit to drink or cook with but may be used for washing and person hygiene, as established by Public Scientific Analysis (to view Reports - click here.  ).

  • It may be the case that some developers have failed in the past to provide a viable infrastructure but it should be noted that the Ayuntamiento has not issued licences for any company to provide water. It is no longer a case of attributing blame it is a case of finding a solution together. It is the pledge of the Mayor to ‘adopt’ all the urbanizations and ensure that a proper supply of 'good' water is delivered to every house in the Municipality by the end of his current term of office.

  • The Mayor has initiated a study to examine the possible solutions to this crucial problem. His Engineer outlined two phases: the first, a short term or temporary solution is to connect to the good water supply of neighbouring Orihuela Costa, which is close to the municipal boundary at Eagles Nest. The Orihuela Council has agreed to this link to good water and this will require a new pipe network and new reservoir of 1000 cubic meters. This temporary solution will be completed within 8 – 12 months and will be part of the permanent plan, which will be determined by the Plan General. The Plan General, currently under review, will establish use and assignment of land for agricultural, further development, industrial and recreational.

  • The permanent solution will require a further reservoir with a storage capacity of 4000 cu meters and a complete network that connects to a sound water source at Los Carteros (Ciudad de las Comunicaciones). This will enable all water to be supplied in one network by one company under contract to and under the responsibility of The Ayuntamiento, which is now required by law.

  • The cost of this necessary project is estimated at 2.1 million euros, which will be met by funding from three/four bodies. Firstly The Comunitat Valencia (Central Government): secondly from Diputación Provincial de Alicante and funds available for required improvement and development in rural communities and small towns: thirdly from the company that acquires the contract on tender to provide the network and supply good quality water.

  • The fourth source of funding could be the consumer. Whilst it is the undertaking of The Mayor to resolve this major problem in his municipality by government funding, he continually states he can only complete the project with the support of the Urbanizations. It is reasonable to suggest that there might be cost implications to households in certain urbanizations but until the amount of grants is known this cannot be established. The Mayor states that on agreement of funding the work will commence, regardless of the date of payment.

This website believes this to be a reasonable account of the proposals outlined by The Mayor. It has been reviewed by other representatives attending the meeting. Should interested parties want further information it is requested that they speak with their elected Urbanization President/Administrator.

News on Neighbourhood Watch Scheme: On Tuesday 26 July representatives of Blue Hills Blue Lagoon and El Galan will meet with The Mayor and Chief of Police to discuss the formation of a Neighbourhood Watch Scheme. Also attending the meeting will be Graham Knight from Torrevieja and members of other Schemes from elsewhere on the Vega Baja. It is hoped that a formalized Scheme will be set up. Eagles Nest, which already has a successful scheme in place has offered their support and it is hoped that all the Urbanisations will adopt a unified approach to this project.

This is part of our MAP A of the Town and we understand that a triangular area formed by Ronda Oeste, the CV95 Road to Orihuela and the Canal will be the site for the next development and extension to the Town. Whilst there will be 1600 dwellings of different sizes these plans will also include recreational areas, a new primary school, a covered swimming pool and covered polideportivo - sports centre, and possibly a new theatre. We are confident in providing this information but will be seeking more in the next week.  16 July 2005

El Agua potable que se suministra al plan parcial Blue Lagoon (Blue Lagoon, Eagles Nest, El Galán, Blue Hill, etc.) no es apta para el consumo humano.

En reunión mantenida el pasado jueves 16 de junio de 2005 en los Servicios Territoriales de Alicante entre el Director Territorial de Territorio y Vivienda, Ramón Rizo, y miembros de la Asociación de Vecinos, aquel nos comunicó que el agua que se suministra a estas urbanizaciones no es apta para el consumo humano.

Asimismo nos dijo que había cursado órdenes al Ayuntamiento de San Miguel de Salinas, que es el responsable del suministro, para que realizara las gestiones oportunas para abastecer de agua potable a las viviendas de estas urbanizaciones.

IMPORTANT NOTICE

The Drinking Water Supply to the area of Blue Lagoon including the Urbanizations of Blue Lagoon, itself, Eagles Nest, El Galan and Blue Hill is not suitable for human consumption.

At a meeting held on Thursday June 16, 2005 in the Territorial Services of Alicante between the Director of Territory and Dwelling, Ramón Rizo, and members of the Association of Neighbours, it was confirmed that the water supply was unfit for human consumption.

The Director also stated that he had studied the orders of the Ayuntamiento de San Miguel de Salinas, which was responsible for providing the supply. These orders outlined the works required to provide a proper supply of drinking water to the dwellings of these urbanizations.

Update from Alcaldía Ángel Sáez Huertas dated 16 May 2005

  • On 6th May 2005 the work was completed on the road works from San Miguel to Urb. Las Filipinas. The 'Generalitat Valenciana del Plan General de Ordeación Urbana' or (P.G.O.U.) has approved this road as a four lane carriageway instead if the current two lane road. This project is planned for the future.

  • Approval has been given to improve the supply of water to Balcón la Costa Blanca and work will commence shortly on the pipeline.

  • Steps are being taken to improve the quality of sewage disposal at Ciudad de las Comunicaciones, and bring it under the control of the Town Hall.

  • The objective of the Town Hall and the pledge by the Mayor in this term of office is to adopt all the services from the Urbanizations and improve the facilities.

  • The Mayor is now actively engaged in finding a permanent solution for the network of poor water supply on the Urbanizations affected.

11 a.m. Tuesday 6 April 2005

Today the Mayor met with representatives of the Urbanizations affected by the Toxic Water Issue. They include Eagles Nest, Mirador del Mediterráneo, Blue Lagoon, Blue Hills and El Galan. Residents of Balcón de la Costa Blanca and the Asociación de Vecinos were also present.

This is the first time any Mayor of San Miguel de Salinas has called for such a meeting and whilst the matter of the toxic quality of the water was raised this was not the real issue. It would be fair to say that the degree of contamination is disputed but undoubtedly the real issue is about how, together, The Mayor and the residents of the Urbanizations are going to resolve the problem.

Currently the Company ERNA provides this water and it is the company's own supply network/pipelines that provide Urbanizations and/or individuals under ERNA contract...it is not the Town Hall. Good water is available close to the municipal boundary in plentiful supply but there is no current conduit for providing a supply to the Urbanizations. The Mayor stated that his Councillor for Health had commissioned a further analysis but this would only confirm or be a slight variance to the previous one undertaken by the Asociación de Vecinos.

The solution, which is not one that can be completed over-night, was outlined by the Mayor. These are the main points:

  • The Mayor has appointed a member of his Engineering Department to liaise with the Company Aguaoeust to complete a feasibility study to ascertain what would be required to establish a temporary supply to the affected Urbanizations: this might take several months.

  • The new Municipal Plan would include a new Water Reservoir of sufficient capacity to serve the projected needs of the affected Urbanizations and allow for future demand.

  • Currently the Urbanizations within the Municipality of San Miguel de Salinas are not all adopted; in fact as much as 60% of the area is not adopted. In order for the plans to proceed The Mayor basically calls for the 'Will of the People' to transfer the authority for roads, street lighting and other public elements held by Urbanizations and/or individual property owners, as defined by 'escritura de propiedad', to The Town Hall. This may take considerable discussion and negotiations to achieve agreement, as there may be a cost element to individuals to reach acceptable standards in order that full adoption can take place.

  • The Mayor pledges that he, as Leader of The Council, has the desire to adopt all the services for the whole municipality, including the issue of providing good quality water to every consumer within the municipality by the end of his current term of office. But he cannot 'work miracles' and he cannot do it without the support of the people.

  • The Mayor promises to maintain consultative dialogue with those concerned and, when the water issue has been resolved, he will extend this formula to every other matter that affects the citizens of San Miguel de Salinas.

This summary is our interpretation of the meeting for representatives
of the urbanizations affected by the water issue, which took place in The Mayor's Parlour at The Ayuntamiento San Miguel de Salinas at 11 a.m. on Tuesday 5th April 2005.

We have been invited to 'ask questions arising' in a personal meeting next week and if there are any points you wish to make please tell us by email and we will represent them. 

"Once more I would like to address you all as the citizens of the municipality, in order to report to you on the future of our town and, specifically, on the GENERAL PLAN OF URBAN DEVELOPMENT of San Miguel of Salinas.

I want to convey what the General Plan of Urban Organization is so that all the citizens understand it and feel fully informed. It is the instrument of ordering and planning of the municipal term and it concerns the following categories and what is contemplated:

- A third, being the land designated for urbanization development
- A third, relates to protected areas (green belts, hillside, trees, etc. …)
- A third is designated as agriculturally protected land.

All these plans develop over a time period allowing for the demand for housing that exists at the time. /or (Requirements for changes in these plans vary according to demand for housing)

Our objective is to develop our municipality in all aspects.  We intend to carry out social policies that satisfy the needs of all.  We will have respect for the environment, protected areas and agricultural land, within the general plan and any future urban developments will take into consideration effects on the environment. These development plans will be legislated so that land speculation and excessive and unlimited growth is controlled.

We intend to benefit all the residents in our municipality and to improve all the aspects that result in an improvement of our quality of life, and we will reach all, particularly the disadvantaged.

When the general plan is approved, I will stand responsibly as The Mayor of our town, to give an informative chat to clarify any points to those who have doubts and present our plans for development.

Without reservation, I extend a cordial greeting, and remain at your service to provide answers to any questions you may present.

Alcaldía Angel Saez Huertas  has pledged to detail the actions he and his Administration have carried out during 2004 and provide his programme of new projects in progress for 2005. He has told us that he understands the importance we, particularly the non-spanish in the community, attach to 'being informed' and we believe he is making proper efforts to do this.  Whatever his answers are he knows that we will publish them here!

He also told us, personally, that he wants all his citizens to know that his door is open to everybody and that if there are issues to address he will do all in his power to listen and act. We believe these are genuine sentiments and that we are lucky to have a Mayor with this progressive attitude.

Our comment is simply this....many of us extranjeros or 'Chanes' (see History) are quick to complain but not so ready to do something positive.  This website is trying to make a positive contribution to the dynamics of San Miguel de Salinas and we are succeeding - poco a poco! About our Council - San Miguel de Salinas has an elected council of eleven members. In the last election in 2003 our new Mayor, Alcaldía Ángel Sáez Huertas of the Partido Popular PP, which is equivalent to the Conservatives in the UK, came to Office when his party gained the majority vote. The system of proportionate representation operates here in Spain and after the majority is established the remaining councillors are elected according to the number of votes cast. Our Council has 4 members of the PP, 3 members of the PSOE (Labour), 2 members of The Entesa Party ( ), and one each of the PSM and SMI, which are Independent Labour and Conservative candidates. So on this occasion there is a coalition, which forms the Council. The Mayor then appoints his councillors with portfolio, responsible for the various Concejales or Departments. We have Concejales of Cultura, Juventud, Deportes, and Fiestas…………………………….


Priorities in this term of Office - diverting traffic, particularly heavy goods vehicles with no business in San Miguel de Salinas, has become a high priority. The bypass route is established and it's only a matter of time before our Calle 19 de Abril High Street will be less congested. Of course we don't want to stop everyone from getting to the heart of the town, but we will need a car park soon! Our new Municipal Swimming pool is now open and already in use.

As with all elected bodies problems of priorities and policy change occur with a new administration and it always takes time for those changes to become evident. It is certainly worth commenting on Our Mayor's attitude to the influx of English residents to the town. Us Brits may feel 'The Spanish are getting rich on the wealth we bring to the Town and that, other than this factor, little is being done for us.' Well you'd be wrong. He has a very progressive attitude towards our integration into his Spanish community. His staff is friendly and helpful towards the foreigner thanks to his direction. Forms at the Town Hall are suddenly appearing in languages other than Spanish to make it easier, members of staff are attending Commercial English Courses and he has provided an interpreter at the Health Centre. Be assured you don't get this in every town.


Plans for the future - Major road works from The Pueblo to Eagles Nest and beyond have begun. This is one of our Mayor's key projects for this Spring and will give our residents in the outlying urbanizations a feeling that it's not just the Pueblo's roads that are being improved! But it will mean delays and danger as many heavy plant and construction material vehicles en-route to Adu-18 will be on that road. We believe at least two new roundabouts are included on this stretch...we'll let you know more as we get it!
